Visit of Bangladesh Civil Service Officers’ Delegation to National Institute of Public Administration (NIPA) Karachi
Karachi: The National Institute of Public Administration (NIPA) Karachi warmly received a high-level delegation of Bangladesh Civil Service officers on Monday, May 04, 2026. The visit marks an important milestone in strengthening cooperation between Pakistan and Bangladesh in the areas of public sector development, academic exchange, and cultural engagement.
The ceremony commenced at 9:00 AM with Rector NSPP Lahore, Mr. Farhan Aziz Khawaja, and Director General NIPA Karachi, Dr. Syed Saif ur Rehman, presenting bouquets to the visiting delegation. This was followed by a flag-hoisting ceremony accompanied by the national anthems of Pakistan and Bangladesh.
The delegation visited the NIPA Book Shop, participated in a tree plantation activity at Park Library, and toured the Miyawaki forest and Sports Complex. Souvenirs in the form of badges were exchanged, followed by a group photograph.
The formal session at the NIPA Auditorium began with the recitation of the Holy Quran and Durood Sharif. DG NIPA Dr. Syed Saif ur Rehman delivered the welcome address. On this occasion, an exclusive sneak preview of the UNESCO-recognized documentary “Kaash Kalash” was presented to highlight Pakistan’s discreet (serene and lesser-known) tourism, introducing the Bangladeshi delegation to the country’s unique and unexplored cultural landscapes.
It was also shared that “Kaash Kalash” is an upcoming feature documentary by filmmaker Khalid Hasan Khan and stands as one of the only serious and dedicated works on the Kalash community.
Award-winning filmmaker and director of “Kaash Kalash,” Khalid Hasan Khan, addressed the audience, stating that the documentary has effectively consigned the notion of “trash tourism” to the dustbin, presenting the Kalash region instead as a dignified and vibrant cultural destination. He noted that Kalash is now emerging as the cultural capital of Khyber Pakhtunkhwa, Pakistan. He expressed gratitude to DG NIPA Dr. Syed Saif ur Rehman and the people of the Kalash Valley for their support in achieving this milestone, and warmly welcomed the visiting friends from Bangladesh.
Commenting on the documentary, Rector NSPP Lahore Mr. Farhan Aziz Khawaja praised “Kaash Kalash” as a powerful reflection of Pakistan’s cultural diversity and rare heritage. He described it as a valuable effort to preserve the past and a significant contribution for future generations, while also appreciating NIPA’s initiatives.
On the occasion, Joint Secretary, Ministry of Public Administration, Bangladesh, Mr. Rehan Akhtar, remarked that the Kalash community’s efforts to preserve their language, culture, and identity are truly commendable. He noted that this offers a valuable learning opportunity for both Pakistan and Bangladesh in safeguarding their indigenous languages and cultural heritage. He also expressed admiration for the Kalash Dur School, which is playing a vital role in teaching the Kalasha language to young children and ensuring its continuity for future generations.
The team leader of the Bangladeshi delegation also addressed the gathering. Later, the Rector NSPP and DG NIPA presented NIPA shields to the guests.
In the second session, Senator Javed Jabbar and former Governor State Bank of Pakistan Dr. Ishrat Husain addressed the participants, sharing insightful perspectives on governance, public policy, and regional cooperation.
DG NIPA Dr. Syed Saif ur Rehman stated that the visit provides an excellent opportunity for mutual learning and exchange of experiences between the civil services of both countries, reaffirming NIPA’s commitment to fostering such academic and diplomatic engagements.
