Sindhi Growers decry ruination of irrigation system

HYDERABAD: May 8, 2016. (By Abbas Kassar) Sindh Abadgar Board has expressed concern that Sindh government has destroyed irrigation system and billions of amount earmarked for improvement of water sector has been embezzled by ministers and bureaucrats of irrigation department as seasonal earthwork ,annual maintenance ,repair of canals and of inspection paths have only been shown in papers while on ground no work exists with result that canal gates remain broken and whole budget of irrigation department is pocketed by ministers and bureaucrats. Addressing news conference here SAB president Abdul Majeed Nizamani, Zulfiqar Yousfani, Shah Nawaz Shah and others said chief minister has limited himself to signing machinery. They said there was no doubt corruption in other provinces but system there is intact while in Sindh due to mass corruption whole system of government has failed. SAB made following demands: to make head regulators functional; to ensure water flow to end tails of canals; to immediately revamp regulators; double system of irrigation in Sindh be done away with by abolishing SIDA (Sindh Irrigation and Drainage System) which has ruined cultivation in the province; to form check and balance committees for canals in collaboration of growers; to install telemetry system on canals; to complete all works on Sukkur barrage before 31 December each year. SAB leaders said the corruption cases against engineers of irrigation system were brought to notice of NAB as anti-corruption department in Sindh is politicized so people have to look towards NAB but deplored that NAB officers also messed up cases with corrupt officers and made compromise with them. They accused food department of Sindh government to selling 11 million empty gunny bags in market at Rs.100 per bag thus minting money of Rs.1100 million illegally instead of providing these bags to growers. In this way the food department caused loss of billions to growers as they, in absence of gunny bags, were forced to sell their wheat to traders as Rs.1000/1100 per 40 kilo grams instead of government fixed rate of Rs.1300. They also accused agriculture extension department of embezzling an amount of 1850 million dollars it received from World Bank for agriculture growth project for providing facilities to growers. They said during last 4 years no work was done under agriculture growth project which otherwise might had benefitted the growers. They deplored that when all accountability departments including anti-corruption and now NAB had gone political and were not taking action against corrupt bureaucracy and politicians in Sindh where shall people go to get justice. However hoping for hope they again made appeal to NAB to probe the corruption of 185 million dollars in agriculture growth project of Agriculture department of Sindh government and tighten noose around its director general Hidayatullah Chhagro who is also holding charge of growth project.
