New Delhi: January 5, 2016. (PCP) Addressing a huge gathering of activists from different parts of the country and different political schools of thought, Prof. Bhim Singh urged Shri Pranab Mukherjee, the President of India to intervene under section 92 of J&K Constitution and Article 356 of Constitution of India which makes it obligatory for the President of India to assume to; (a) Himself all or any of the functions of the state and further (b) Declared that powers of the Legislature of the state shall be exercisable by or under the authority of Parliament. This is the absolute power vested in the President of India and it is in the interest of unity, integrity and the security of the country that the government in J&K be dismissed and the Governor of the state should be given all legislative and executive powers as provided in Section 92 of J&K Constitution. This situation has arisen for several reasons mainly because of the collapse of the present government in J&K due to health condition of the Chief Minister which has been deteriorating while he is under care in the intensive care center in AIIMS (All India Medical Institute, New Delhi). The enemies of the country across the Indian borders have been indulging in gross violation of international borders and Line of Control across J&K with an intention to sabotage peace in J&K thus endangering the security of the country. Prof. Bhim Singh urged Shri Pranab Mukherjee, President of India for his urgent intervention by dismissing the present government in J&K and imposing Governor Rule under Section 92 of J&K Constitution read with Article 356 of Constitution of India in the interest of security of the entire nation which stands threatened. Pathankote episode is a living example. Prof. Bhim Singh in his appeal to all the political parties in the country urged for the support in favour of Governor Rule in J&K (President’s rule in J&K cannot be imposed in J&K Constitution of India does not apply to J&K directly). The President’s rule can be extended six months’ after the Governor Rule. Prof. Bhim Singh called all the political parties in the state including the Hurriyat Conference to support this move in the common interest of all the residents of the state so that peace does not suffer any causality in the sub-continent. He also appealed to the Panthers Party activists to take this movement on the streets in J&K in the interest of peace, progress and security.
