New Delhi: Prof.Bhim Singh, former legislator of J&K Assembly & founder of JKNPP urged the President of India, Shri Ramnath Kovind to be pleased to hold inquiry by a reliable authority if the present weather conditions would permit to hold free and fair elections to the District Development Council in the month of December/January. Prof.Bhim Singh urged the President of India to consider the weather conditions in J&K which do not permit even to drive vehicles from Jammu to Kashmir province and otherwise.

i).         The hospitals are engaged only to look after the suffering people from Covid-19 and a common person suffering from normal diseases has continued to depend on the mercy of God. This is the situation all over the country.

ii).        DDC elections are being held without constitutional/legal delimitation of DDC councils.

iii).       More than half of J&K is facing snowfall and the rest of the state is suffering from a break of communication.

iv).       Even the communication including transport and road connection between Kashmir province and Jammu province have not been working for days.

v).        That the DDC polls are being held on a party basis. There are only recognized state parties in J&K. Fourth one has been imposed by the Central Govt. Maybe this party allotted some kind of symbol naturally because this is planted by the Central Govt.

vi).       There are 20 districts in J&K, 10 each in Kashmir and in Jammu. These 10 district councils in each district have been created in violation of the Constitution and the Electoral Law. There has been no delimitation and a district is allotted 14 council seats irrespective of its area, terrain or population. The Election Commission can call for the record and verify these facts.

vii).      When snow is falling, heavy rain is going on and the communication has broken down and above all there shall be no voter to reach polling stations under this condition.

viii).     The President of India is only competent authority under these circumstances because the entire J&K is under President’s Rule and reduced to two Union Territories.

Prof.Bhim Singh submitted to the President for his urgent intervention to allow democracy to return with statehood so that people of J&K shall get an opportunity to live in democracy and peace under the secular Constitution of India. Holding these so-called DDC elections in J&K shall prove a disaster.
