Prez Biden has signed the Tibet Bill (https://www.whitehouse.gov/briefing-room/statements-releases/2024/07/12/statement-from-president-joe-biden-on-s-138-the-promoting-a-resolution-to-the-tibet-china-dispute-act/ ) . Many in the Western world and their supporters who want to ‘contain and discipline’ China are dancing with joy that now China will be under moral and legal pressure to come on negotiating table with Dalai lama or his / her representative and with the elected leaders of Tibetans (something like Tibet government in exile at Dharamshala in India) for resolving the Tibet dispute and through this Tibet Bill the USA has given-up its one china policy. . But nothing is far from the truth rather such naive people are suffering from delusion,
The fact of the matter is that by signing the Tibet Bill Prez Biden has put more moral responsibility on the USA & India than on China about ‘democratically elected leaders of Tibetans’ and the ‘right of self determination’ as explained below:-
(1)- God only knows Prez Biden & US-Congress are talking about which democratically elected leaders of Tibetans. If they are referring to the Tibet government in Exile (TGiE) at Dharamshala, in India (its president, Prime Minister etc) then it is a travesty of democracy. There are 6 million Tibetans in Gretaer Tibet (TAR, the Tibetan Autonomous Region and other Tibetan areas ) in China as per CTA itself https://tibet.net/about-tibet/tibet-at-a-glance/ ) and only about 150 thousands Tibetans in Tibetan diaspora including in INdia and in the USA (https://en.wikipedia.org/wiki/Tibetan_diaspora ). If Tibet Government in Exile wants to be termed as genuine ‘democratically elected leaders of Tibetans’ then they should do three things (i)_ TGiE should conduct election for Tibet Parliament in Exile (which will elect TGiE ) by making and publishing the voter list in which AT LEAST 4 million adult Tibetans (male and female Tibetans in China and in diaspora) should be there in this voter list (ii)- The existing TGiE should publish this voter list (with their name, age, name of their father / mother, their present address and their photo) on CTA website. In this age of internet and mobile phones the existing TGiE can easily contact all the Tibetans (in China and in diaspora) for preparing this voter list (iii)- The referendum should carried out in which Tibetans in this voter list will vote on the issue of “independence of Tibet”
(2)- Tibetan leaders including Dalai Lama and the office bearers / functionaries of the TGiE have been issuing statements that they don’t want independence of Tibet and want only autonomy within China (as reported also at https://www.voanews.com/a/us-lawmakers-meet-dalai-lama-as-china-slams-visit-/7661821.html ) . Hence the USA and India are under moral obligation to constrain Dalai Lama and the office bearers / functionaries of the TGiE to issue a categorical statement (after the said referendum) that they in pursuance of the ‘right to self determination’ (as mentioned in the said Tibet law https://www.congress.gov/bill/118th-congress/senate-bill/138/text ) are demanding the ‘independence / freedom of greater Tibet from China’.
At the same time the US-citizens hope and expect that the White House and US-Congress wouldn’t take the USA in the medieval ages about the selection of 15th Dalai Lama through reincarnation theory. Because Tibetan Buddhism has developed this idea of the bodhisattva further into identified lineages of rebirths called “tulkus.” Any person who is believed to be a rebirth of a previous teacher, master, or leader, is considered a tulku. Tibetan Buddhism has hundreds, if not thousands of such lineages, but the most respected and well-known is the Dalai Lama (as mentioned at https://theconversation.com/how-the-dalai-lama-is-chosen-and-why-china-wants-to-appoint-its-own-114351 ). This reincarnation theory means that 15th Dalai Lama will be born only when the present 14th Dalai Lama dies and gets reincarnated in the body of the 15th Dalai Lama . If Prez Biden and the US-COngress think that in the name of protecting the Tibetan institution of Dalai Lama (as demanded in new Tibet law) the people of the USA will readily buy this humbug of reincarnation theory then they are assuming too much.
Therefore instead of living in delusion the USA & India should discharge its moral responsibility of constraining the Tibetan religious & political leadership to not only come clean (as mentioned above) about ‘democratically elected leaders of Tibetans’ and the ‘right of self determination’ but also about the selection of the 15th Dalai Lama
