The United Presbyterian Church of Pakistan is of the opinion that the "office of Moderator" in Presbyterian traditions has failed particularly in Pakistan. The theologically untrained "Laity" has damaged the United Presbyterian Church of Pakistan long enough. The Presbyterian of Pakistan has suffered under the "Office of Moderator" when unqualified "Lay Persons" are elected as Moderator.According to 1. Timothy 3:1-11 the Office of Bishop can be adopted by any church and denomination.
