The Christian representatives were allocated with more development budgets for community centers, church buildings, schools, basic health centers, roads, sewerage system and water supply in the Christian colonies. He added that within 17 years practice of separate elections Christian youth enjoyed the admission quota in professional colleges and higher education institutions with job placements up to grade 17 in government and semi government establishments on recommendation of Christian parliamentarians, which was never witnessed by the Muslim leaders since 1947 after independence of Pakistan. Mr. Bhatti said that Muslim leaders captured Christian votes but never paid any attention to the welfare of Christians under joint elections in Pakistan. He said that Christians problems can not be solved by the joint election system in Pakistan as it has proved that millions of Christians have lost their representation in Sindh provincial assembly and National assembly of Pakistan when Muslim political parties have totally neglected to select any Christian from Sindh where are millions of Christian voters. The joint elections with check and balance are failure of those Christian leaders who raised their voice to revive joint election system in Pakistan. Mr. Nazir Bhatti said that even those Muslim political parties, securing one seat in national assembly in election 2002 have been invited to share in power but Christians have no voice in any future set up as they have been selected by the Muslim political parties under joint election system and on the mercy of Muslim leadership when the position was very different when Christians have elected their representatives by their own votes under separate elections. In a speech Mr. Bhatti said that Christians have 4 seats in the Pakistan legislative assembly in 1947 when the house was of 48 seats. The Christian representation was reduced to 6 seats when house moved to 235 seats under the 1973 constitution. In 1985 national general elections the Christian representation was again reduced to 4 seats and recent elections of 2002 when seats of the house moved unto 352 seats there are only 5 seats in the share of Christians. Mr. Bhatti said the PCC demand of Christian representation in democratic institution of Pakistan on proportional to population is the basic issue and stressed upon PCC workers to launch country wide campaign to highlight this issue because we can not leave Christians on mercy of these feudal lords in parliament to whom Muslim voters can not approach after winning of their elections. Mr. Nazir S Bhatti said that revival of Joint elections was on intimation of government agencies when the majority of Christians were satisfied with the separate elections to elect their representation by their own votes. He said that propagation of joint elections misled the international community, as they were not fully aware of the consequences of joint elections introduced by the government. Now they also understand that the joint elections introduced under the constitutional package are substandard. He expressed that Separate elections with dual voting rights is the only solution when Christians can elect their own representation and cast votes to the candidates of majority community in their respective constituencies as the dual voting rights are awarded to Kashmiri Muslim to cast votes from all over Pakistan to elect the legislative Kashmir assembly and vote to elect the members of National Assembly of Pakistan in their respective constituencies. The chief of PCC, Mr. Nazir S Bhatti in his speech said that Christians deserve the right to have 30 seats in the national assembly of Pakistan in this house of 352 seats when Muslim women reserved seats have been moved to 60 from the 10 seats in this house. He said that the decrease in Christian seats is unjust unfair and undemocratic. Mr. Bhatti demanded the due increase in the Christian reserved seats, representation in senate of Pakistan proportional to population of 13% of their share under dual voting rights instead of these so called joint election. He affirmed his views that due share in power and resources of Pakistan can only bring Christians in the mainstream of society nor the joint election.
