ISLAMABAD, August 02. The President Mushraf has made the final amendment the constitutional package and issued the conduct of general elections order 2002. This order provides the reservation of ten seats for non-Muslims in the National Assembly,

It's the very first success by the general Christian leaders of Pakistan that the government was forced to restore the reserved minority seats in parliament. Pakistan Christian was the first to launch campaigns against these amendments. According to the PCP correspondents in Karachi and Islamabad, the majority of Christians is pleased with this decision. The Chairman Pakistan Christian Congress Professor Salamat akhter from his residence in Rawalpindi said the restorations of minority seats and denationalization of missionary schools is the great work of this government and Christians pay homage to the President Mushraff on this securing the minorities voice in parliament. Morris Sadiq, the secretary general of Coordination Committee of PCC said that restoration of minority seats is reorganization of minority's existence in Pakistan. He further commented that we are waiting for the further clarifications on the dual voting system in Pakistan for minorities. The different schools of political thoughts termed these amendments, as failure of the Clergy who proposed the government to abolish the minority seats but the voice of minorities true representatives was successful this time. This order also specifies the procedure for filing of reserved seats for women and minorities. There will be 342 seats in the National Assembly including 60 for women and ten for non-Muslims. The Punjab Assembly will have 371 seats including 66 for women and 8 for minorities, Sindh Assembly will have 168 including 29 for women and 9 for minorities; NWFP 124 including 22 for women and 3 for minorities and Balochistan Assembly will have 65 seats including 11 for women and three for non-Muslims. The Senate will have 100 seats. Members of the each Provincial Assembly shall elect fourteen members eight by direct and free vote from FATA; two general and one women and one technocrat by Aalim from federal capital; four women and four technocrats and Ulema to be elected by the members of the each provincial assembly. Election to fill Senate seats will be held in accordance with the system of proportional representation by means of single transferable vote. The order says that Senate shall not be subject to dissolution and it will have six-year term. It provides that for election to seats reserved for women and non-Muslims in the Assemblies the political parties contesting such seats will submit nomination papers of their candidates in order of priority. The order also specifies qualifications and disqualifications of members of Majlis-e-Shoora or provincial assembly. The order lays down that the candidates for technocrat seats should be holder of a degree requiring sixteen years of education recognized by the UGC or a recognized statuary body as well as at least twenty years of experience.
