Pakistan movement and S P Singha;

By : Mahboob Ilyas

As per the plan, on 20 June 1947, the members of the Bengal Legislative Assembly cast three separate votes on the proposal to partition Bengal: Bengal assembly with 250 members · In the joint session of the house, composed of all the members of the Assembly, the division of the joint session of the House stood at 126 votes against and 90 votes for joining the existing Constituent Assembly (i.e., India) · Then the members of the Muslim-majority areas of Bengal in a separate session passed a motion by 106–35 votes against partitioning Bengal and instead joining a new Constituent Assembly (i.e., Pakistan) as a whole. · This was followed by the separate meeting of the members of the non-Muslim-majority areas of Bengal who by a division of 58–21 voted for partition of the province. First joint vote of the Bengal assembly of 126/90 against joining the existing constituent assembly favored creation of Pakistan. Then the second round explains the division of the province: Under the Mountbatten Plan, a single majority vote in favor of partition by either notionally divided half of the Assembly would have decided the division of the province, and hence the house proceedings on 20 June resulted in the decision to partition Bengal. This set the stage for the creation of West Bengal as a province of the Union of India and East Bengal as a province of the Dominion of Pakistan If you look closely you will notice that for the first round the total number of votes casted were 216 out of 250 members of the assembly. However in the second round the people number raised to 220 out of 250 assembly members on the question of the division of the Bengal province. This was because people had two different opinions on two different questions. However my dear friend in Punjab assembly this first vote is omitted from the books. Why? The Punjab vote is given from the second part: Read this according to Dr Ishtiaq Ahmed. The voting of the western bloc was presided over by the Christian speaker of the assembly, Diwan Bahadur S P Singha, while Deputy Speaker Sardar Kapur Singh presided over the vote of the eastern bloc. The western bloc (comprising 17 districts of Punjab) rejected a motion to partition the Punjab by 69 votes to 27 while the eastern bloc (comprising 12 districts) rejected by 50 votes to 22 a motion by the Muslim League leader, the Khan of Mamdot, to keep the province united. This second vote shows 191 for undivided province and 77 for divided province. This makes 168 members voting in the assembly of 175 members. Now the big question, what was the first count which was to vote in the favour of existing assembly or for the favour of Pakistan? This first count was 88 my friend, in the favour of Pakistan. There were 86 reserved seats for Muslims in the Punjab assembly. Muslim League won 75 seats out of these reserved 86 seats. Unionist won 20 seats and out of these20 seats, there were 11 of the seats they won were reserved for Muslim. 4 of the Muslim Unionist joined Muslim League later on and Muslim league member count rose to 79. Moreover there was one Tumandar seat which was won by Muhammad Jamal Khan Leghari, Khan Bahadur Nawab Sir (Tumandar). All these Muslim members voted in favour of Pakistan, 79 Muslim League members, 7 Muslim Unionists and one Tumandar and made 87 votes. However NOW let me go back to the Mountbatten Plan. To create Pakistan we needed 88 vote to gain supermajority. The Vote needed was a Supermajority vote 88 votes out of 175 votes. Therefore for the first round our own Speaker Mr S P singha voted in the Favour of Pakistan to make it to reach the supermajority number 88. Therefore same as in the Bengal assembly the number of total votes in two rounds is different. Which MR Ishtiaq Ahmed is explaining? Current situation of our People Professor Salamat Akhtar, a former professor of history at Gordon College in Rawalpindi, explains why Christians have higher representation among sweepers. At the time of partition of the Indian subcontinent into India and Pakistan in 1947, hundreds of thousands of people crossed the newly created borders. Before partition, most Christians worked the land for their Sikh agricultural landlords. At partition, Hindus and Sikhs left for India and Muslims left for Pakistan. “At least 50,000 Christian families were rendered jobless in Pakistani Punjab after the lands evacuated by Sikhs were given to Muslim migrants,” he said. “These labourers had no choice but to seek employment in cities in whatever occupation was available,” he said. Professor Akhtar also said that the government “deliberately pursued a policy to keep Christians in this occupation once they got trapped in it in 1947”. As President of the All Pakistan College Teachers’ Association, he met the Education Secretary in Islamabad in 1980. “Not knowing I was a Christian, the Education Secretary said the government was worried that a large number of Christians were obtaining education,” said Akhtar. “If all the Christians would be educated then no-one would be left to sweep our roads and pick up garbage. The Secretary said the government was following a policy that only half of the Christians could become educated while the rest of them remain in this occupation.” We can see the historical account of these events according to Mr Gibon’s and MR SP Singha’s speeches to the newly formed Punjab assembly(Pakistan). I have read your many articles and learnt a lot from your wisdom. This is just to add my thoughts to them. At this time most of our Christians are unaware of these events. Please keep doing the good work by spreading the truth to our people. May God bless you
