Inderias Bhatti, a Peace Ambassador- Pakistan briefs arms conflict in Swat

Your Highness, Peace and Blessing from Peace Ambassadors – Pakistan!!! As being the old student of the institute for the Interfaith Conflict Resolution I feel it my obligation and liability to give you some briefs of the Arm conflict of Swat in Pakistan. The problem of Swat should be dealt in a separate paradigm keeping in view its historical separate legal position vis-à-vis the rest of the country. The state reorganization of the ‘parallel judiciary’ system being established as of the name Nizam-e-Adl; which is approved by the majority of votes in the National Assembly of Pakistan; the only opponent was Mahajir Quami Movement party. It is noteworthy that this ‘parallel judiciary’ has widespread the human suffering in the lives of many thousands of people (500,000 according to some state and media estimates). The history of the independent jury system in Swat is since 1975 when PATA civil and PATA criminal regulations were promulgated. These regulations combined judicial and executive powers in Deputy Commissioners and Commissioners, which was a direct negation of ‘Judiciary shall be separated from the executive’ clause. The residents had been fighting against the regulations in the courts and were finally able to get the verdict in their favor in a Supreme Court ruling in 1995 which declared the regulations null and void. But the damage had been done; the people were nostalgic about the tribal justice led by tribal lords of Khan Wali in Swat - although it was based more on tribal customs than the Islamic principles. As per of being an alternate jury system of the past systematic dominance of the ruling jury system of Khan Wali the present color of the militancy of Fazlu-ullah got much empathy and connections from the anarchist elements which are fighting against the state, be it the Talibans crossing the border or the indigenous elements fanning the sectarian conflict. The other element as well is the state support to the past dominant tribal lords of Khan Wali. All these grounds have formed the arm conflict of the militancy of Fazlu-ullah and the state of Pakistan. But it is of a more deep and protracted with painful histories of extreme violence, inter-group hatred, oppression, humiliation, profound political suspicion and the active involvement of other states. I personally thank all of you and many other friends who brought behind the Curtin situation to the masses of global communities who made the “Ulemas” (Islamic Scholars) to give somewhat of joint statement on the enforcement of Taliban’s Islam on the minorities primarily and the general population at large. We are much thankful for the Ulemas and the government of Pakistan who condemned the forced conversion and Jaziya (Islamic tax on non-Muslims) yesterday 0n 7th of May, 2009 in NWFP, Pakistan. I am much thankful to you for building my optimistic look to see things with happy ending. I know that this vision, consciousness and contextualization is not easy at the hard and painful times. But while looking back in the history I see Nigeria that had developed somewhat similar situation in Swat in 1999 in 25 out of its 36 provinces, where the Shariah was implemented, and with the passage of time the radical elements lost appeal among the masses. Along all this painful violence and optimism I do request your words of hope and empathies to the militancy effected people. The people in insecurities and uncertainties!!!
