Christian Sanitary Worker Brutally Beaten for Requesting Road Cleanliness in Punjab. Report by Juliet Chowdhry and Hannah Chowdhry
Punjab, Pakistan: A Christian sanitary worker, Yousaf Masih, was brutally attacked for asking a cart owner not to throw garbage on the road. He suffered severe head and eye injuries, yet no action has been taken by the police. The attack exposes the serious risks faced by sanitation workers in Punjab. Immediate intervention is needed to protect these essential workers and hold perpetrators accountable.

Brutal Attack Highlights Urgent Need for Sanitation Worker Protection in Punjab
On 23rd February, 38-year-old Christian sanitary worker Yousaf Masih was assaulted while performing his daily duties. While cleaning near Chicharwali canal on Pasrur Road, he noticed a man hawking fruits and vegetables from a private cart throwing spoiled produce onto the street. Concerned about public hygiene, Yousaf politely requested him to use a trash bin.
The cart owner responded with extreme violence, inflicting serious head injuries and severely damaging Yousaf’s left eye, which started bleeding heavily. He was rushed to a private medical facility by his supervisor, Chattah, where doctors stitched his eye. Due to deep wounds and swelling, the full extent of potential vision loss remains unknown.
On 25th February, a team from the British Asian Christian Association (BACA) visited Yousaf at his home to provide moral and financial support. Yousaf, a daily wage worker with Clean Punjab (Suthra Punjab), lives with his wife Uzma (36 yrs), three sons—Joel (18), Sherry (16), Methew (12)—and daughter Shakhaina (7). Despite the severity of the assault, neither the police nor Clean Punjab have registered an FIR or arrested the perpetrator, leaving Yousaf and his family without justice.
Legal Protections for Sanitation Workers in Pakistan
Sanitation workers are protected under laws including the Punjab Local Government Act 2019, which defines municipal employee rights and duties, and Occupational Safety and Health (OSH) rules, which mandate safe working conditions for all laborers. The Pakistan Penal Code also criminalizes assault causing bodily harm.
However, enforcement remains weak. Yousaf’s case underscores the urgent need for authorities to act decisively to protect workers who risk their lives to maintain public hygiene.
Supporting Yousaf Masih and His Family
To support Yousaf’s recovery, BACA has launched a relief fund to cover his medical expenses of £100 and provide a love offering of £200 to help his family cope with lost income and the emotional trauma of this attack. All contributions will go directly to Yousaf, his wife Uzma, and their children. You can make a donation [here].
Juliet Chowdhry, Trustee of BACA, said:
“Yousaf Masih was simply doing his duty to keep local streets clean, and yet he has been brutally attacked. This is not just an attack on one man—it is an attack on the dignity and safety of all sanitation workers. Authorities must act immediately to ensure justice, enforce legal protections, and prevent further violence against those who keep our communities safe and healthy.”
Sanitation workers like Yousaf deserve respect, protection, and justice. Supporting him now is a moral responsibility and a step toward ensuring that no worker faces violence for simply doing their job. His case is a public warning: the government, law enforcement, and local authorities must investigate the attack, hold the assailant accountable, and implement protective measures for sanitation workers across Punjab.
