Pakistani Christians appeals Muslim leaders to consider Election not Selection

Karachi: February 6, 2013. (PCP) Dr. Nazir S Bhatti, President of Pakistan Christian Congress PCC have appealed to Chiefs of all Muslim political leaders to act according to constitution of Islamic Republic of Pakistan Article 226 which bar unelected members in parliament. Pakistan Christian Congress PCC mailed a memorandum to President Asif Ali Zardari who is Co-Chairperson of Pakistan Peoples Party PPP, Mian Nawaz Sharif, President of Pakistan Muslim League Nawaz Group PML (N), Ch. Shujahat, President of Pakistan Muslim League PML (Q), Altaf Hussain, Chief of Muthidda Quomi Movement MQM, Koulana Fazal-Ur- Rehman, Ameer Jamiat Ulma Islam JUI (F), Syed Munawar Hasan, Ameer Jamat Islami JI, Asfand Yar Wali Khan, President Awami National Party ANP, Imran Khan, Chairman Pakistan Tehreek Insaf PTI, Allama Tahir-ul-Qadri, Chief of Pakistan Awami Tehreek, Pir Sahib Pigara, President of Pakistan Muslim League Functional PML (F) and leaders of other nationalist and regional Muslim political parties leaders to consider Election for minorities on reserved seats in parliament under dual voting rights instead of Selection. Dr. Nazir Bhatti argued that founder of Pakistan Mohammad Ali Jinnah declared allocation of Separate Electorate for minorities in his 14 Point Doctrine during Pakistan Movement to ensure support of Christians in formation of Pakistan but it is unfortunate that all factions of Pakistan Muslim League which claim inheritance of All India Muslim League led be Mohammad Ali Jinnah have denied Separate Electorate to Minorities. “It is shocking that Muthida Quomi Movement MQM which is true party of sons of founders of Pakistan is also silent on Elections right for Christians and supporting an unconstitutional Selection system under Joint Electorate” said Nazir S Bhatti Nazir Bhatti urged leaders of Muslim political parties to legislate an amendment in constitution for Election on reserved seats for minorities in parliament. Dr. Nazir Bhatti said that there are 69 seats of National Assembly of Pakistan where Christian are balancing votes and no one can win without their vote but Pakistan Christian Congress PCC will campaign for not to vote to any Muslim candidate if our due demand is not accepted. Shaujahat, President PML (Q) Altaf Hussain, Chief of MQM Moulana Fazal-Ur- Rehman Ameer JUI (F) Syed Munawar Hasan, Ameer JI Asfand Yar Wali Khan, President ANP Imran Khan, Chairman PTI Allama Tahir-Ul-Qadri, Chief of Pakistan Awami Tehreek Pir Pagara Sahib, PML (F) and Leaders of all other Muslim political parties of Balochistan, Sindhi Nationalists and KPK parties; Appeal to endorse Election not Selection under Dual Voting Rights for reserved seats for minorities in parliament. Sirs, I, the undersigned, Dr. Nazir S Bhatti, President of Pakistan Christian Congress PCC on behalf of 20 million Pakistani Christians wish to bring in your kind notice that Joint Electorate system imposed by former President Parvez Musharaff for minorities in 2000, was never demanded by general Christian as they were fully enjoying Separate Electorate in which they were electing their representatives in provincial and national assembly. While Selection system is contrary to Article 226 of Constitution of Islamic Republic of Pakistan, unfortunately, Muslim political parties in parliament confirmed same unconstitutional selection system in 18th amendment in constitution. For ready reference, the 14 Point doctrine issued by founder of Pakistan during Pakistan Movement promised minorities, an election system in which they shall be able to elect their representation by their vote “Separate Electorate” was included which made All India Christian Association to fully support formation of Pakistan in London Round Table Conferences of 1930-32. It is on record that Pakistan Muslim League had in its manifesto “Separate Electorate” for decades and same was with MQM and other Muslim parties for decades. The Selection of minorities’ representation in Provincial Assemblies and National Assembly of Pakistan have created impression that Muslim political parties only intend to hijack Christian vote bank and turning them to 2nd class citizens. In prevailing Joint Electorate system in which minorities representation is Selected by Muslim political parties, the selected MPA, MNA and Senators have not equal privileges like elected Muslims as; allocation of development budget, jobs and others. I, appeal your honors to support Election of minorities’ representation under Dual Voting rights in forthcoming elections of 2013, and to legislating necessary amendments in constitution of Islamic Republic of Pakistan. Dual voting right shall enable minorities to elect their representation in parliament as well as to vote for Muslim candidates in their respective constituencies. There are 62 constituencies of National Assembly of Pakistan in which only Christian minority have the balancing vote to ensure winning of any candidate and if Dual voting is not ensure and Election instead of Selection is not ensured for minorities in national general elections of 2013, we shall be forced to campaign for staying away from voting to any Muslim candidate also.
