"We are aware that the insidious animal of terrorism has wasted the lives of thousands of innocent persons with its eruption of madness on New York and Washington on September 11. Moreover, the animal has wasted the dreams of thousands of parents, children, brothers and relatives of those innocent persons. It has also affected the peaceful and economic life of the world. "It is the prime duty of the government to take proper measures to stop additional eruptions of madness. The antiterrorism bill covers that prime duty.

"The new Canadians who oppose this bill must realize that human rights situation in Canada is much better than the situations in the countries where they were born. Being a new Canadian for the last around thirty-five years, I know it. I am certain human rights situation in Canada would remain much better even after the bill is passed. "I would however suggest that the bill should be reviewed every three years. In any case, I support the bill because it protects the rights of peaceful citizens.

Stephen Gill suggests that similar anti-terrorism measures should be taken by other nations, particularly by India and Pakistan. The dragon of terrorism was nourished by Zia-ul-Haq who invited fundamentalists from all over the world to fight a religious war against Russians. He sponsored terrorism with his blasphemy laws, separate electorate system, with his religious schools (madrassas) and pro-Muslim clergy (mullas) policies. Zia's policies were the factories which produced terrorists. Christians were the main target of his policies. Bishop John Joseph often raised his voice against these factories. He gave his life to close the doors of these factories.
