HYDERABAD: October 11, 2011. (By Nazir Siyal) Sindh Chief Minister Syed Qaim Ali Shah has said that the Sindh government has fully concentrated on relief and rehabilitation of rain/ flood affectees and has prepared a Rabih Plan to provide free of coast seeds and fertilizers to growers of rains and floods affected areas of the province so that they could be compensated from the losses which caused by rains in their farmlands.
Talking to media persons and delegations of different walks of life here at the residence of MPA Mir Hayat Talpur on Monday, the Chief Minister said that Rabih Plan would surely help the rains and flood affected growers to sow Rabih crops in time.
The directives in this direction have already been issued to departments concerned, he said and hoped that such efforts of the government would minimize the losses that faced by the growers of the province.
Syed Qaim Ali Shah has said that directives have already been issued to authorities concerned to dispose off the standing rainwater from the farmlands so that the growers could reclaim their agriculture fields for Rabih crops.He said that the President Asif Ali Zardari has issued directives to prepare future strategy with short, mid and long terms planning in order to avert such kind of natural disasters which experienced by the people of Sindh in respect of unprecedented floods and rainfalls since last two years.On the directives of the President Asif Ali Zardari, the Chief Minister said that a team of experts has started preparation of such strategy to save the people of the province from the future disasters.
The Chief Minister informed that he is visited the rains and floods affected areas of the province along with technical experts so that relief and rehabilitation of affected people could be carried out on urgent basis.
Responding to a question of a media person, the Chief Minister said that millions of people have been affected as a result of heavy rains and floods in Sindh, however, the government is making all out efforts to provide maximum relief to affected people. Dispelling the allegations of the opposition of not providing relief and rehabilitation, the Chief Minister said that time is required to rehabilitate these millions of affected people with provision of required relief.
The government along with national and international organizations has been engaged to carry out effective relief and rehabilitation work for rains and floods affected people of the province, he said and added that issuance of Pakistan Cards has been geared up with objective to ensure transparent distribution of compensated amount to the affected persons. “We needed more donations to carry out relief and rehabilitation work in successful manner”, the Chief Minister said and added that all available resources are being utilized to rehabilitate the affected people.
Meanwhile, responding to a complaint during meetings with delegations of different segments of life, the Chief Minister directed the officers of the Police department to take immediate action and opened all such culverts, which plugged by the people to save their lands.
As a result of the blocks of these culverts, the standing rainwater is not being drained out from the farmlands in proper direction, he said and added that if any one received losses as a result of removal of these blockage, the government would compensate him.
The Chief Minister also directed the officers of Sindh Irrigation and Drainage Authority (SIDA) to activate the networking of Dhoro Puran Outfall Drain (DPOD) and ensure the discharge capacity of the drain according to its design.
At present, he said that Left Bank Outfall Drain (LBOD) is taking 20 thousand cusecs of saline water but disposing only 14 thousand cusecs into the Arabian sea while remaining four thousand cusecs water is playing havoc after overtopping from the project, he said and added that KPOD is also disposing off the water accordingly and with activation of DOPD, the situation could be brought under control.
The Chief Minister also directed the removal of all encroachments from the drains in order to smooth disposal of water to safer areas.
Among others, MNA Mir Munawar Talpur, MPA Mir Hayat Talpur and notables of the area were also present on the occasion.
Earlier, The Sindh Chief Minister Syed Qaim Ali Shah visited relief camps at Taluka Digri and Tando Jan Muhammad Town of Mirpurkhas district. Accompanied by Sindh Agriculture Minister Syed Ali Nawaz Shah, MNA Mir Munawar Talpur and MPA Mir Hayat Talpur, Sindh Chief Minister Syed Qaim Ali Shah while talking to the affectees said that with the assistant of the federal government, the provincial government would evolve a comprehensive short, mid and long terms strategies in order to avert such kind of catastrophes which are being witnessed by Sindh province since last two years.
He said that the government has also been engaged to prepare a comprehensive development plan in rains and floods affected areas of the province so that the people could not be affected in future at such a major scale which they are experiencing since last two years, he said.
He assured that the government would not take sigh of relief till complete rehabilitation of rains and floods affected people of the province. By the financial assistance of national and international donor organizations, the Chief Minister said that all possible measures are being adopted to provide maximum relief to the affected people and later launch a comprehensive rehabilitation plan for them. The hectic efforts of the government would surely bring the situation into normalcy in affected areas of the province, he assured.
The Chief Minister asked the officers of Sindh Irrigation Department and Sindh Irrigation and Drainage Authority to ensure the early de-watering from farmland so that the growers could be able to sow their crops for next season. All efforts should be made for the purpose with installation of maximum numbers of de-watering machines in the farmland where the rainwater is still standing, he said and warned the officers concerned that no negligence in this direction would be tolerated by the government.
He assured the rains and floods affected people that the government would provide maximum compensation towards their losses of valuable and in order to ensure transparent distribution of compensation amount, the government has started issuance of Pakistan Cards to the heads of affected families.
During visit to the relief camps, the Chief Minister distributed relief goods and clothes to affected people who have taken shelter there. He asked the affected people of their problems and assured that they would be rehabilitated as soon as possible.
