Probe demanded in Neem Tree Plantation NTP scheme of President of Pakistan

LARKANA: July 29, 2011. (By Nazir Siyal) The civil society and citizens have demanded meticulous probe in to heavy misuse of funds allocated for Neem Tree Plantation (NTP) scheme with a cost Rs. 53.601 million in Larkana district under the directives of President Asif Ali Zardari. The concerned officials failed to implement the orders of President of Pakistan in letter and spirit to carry out development Neem Tree plantation (NTP) scheme in the district. Despite of tall claims of present government for beautification of Larkana with mega projects and basic facilities of potable water, health, education, food, electricity and others have not been observed on the occasion. In Larkana, party leaders, civil society, citizens and business community have alleged that the involved officials in corruption and misuse of funds; yet not have been held accountable or prosecuted on embezzlement of public funds in various department, besides, lack of transparency and accountability of bureaucratic corruption and oversight negligence have been destroyed various projects throughout said the reports. In Larkana several mega projects were introduced and allocated millions of rupees but there is no visible change, even spending Rs. 17129500 in five months for Neem Tree Plantation (NTP) and only paper work is being carried by the Forest/Agriculture department officials on the occasion. It was a clear violation of financial rules made in the Neem Tree scheme like others, as item wise cheques were not issued to the treasury/Accounts office, which declares a violation of rules and huge amount with a single cheque No.111363 on Jan 26, 2011, total cost Rs: 2,30,65000 was transferred to DCO Larkana. Later, Rs: 17129500 have been shown for the expenditures, which is a fake utilization as per data and survey in district told the sources. Further, Rs: 2,30,65000 were transferred to account No. 4 with a cheque No. 111363 on Jan 26, 2011 for plantation of 0.1 million samplings of Neem Trees in Larkana district, that amount was not lapsable and could not be utilized properly by District Officer Agriculture Larkana and administration. When contacted about the progress of project in five months, the officials including EDO Agriculture Tharoo Mal, District Officer Agriculture Anwer Kalhoro, and Accountant/Head Clerk Sikander Ali Bhangar did not provide required data and could not be satisfied to this scribe. Neem Tree Plantation (NTP), which is a mega project was directed by the President of Pakistan Asif Ali Zardari, now fell prey of corruption and misuse of funds, while remaining amount Rs. 5 million still lapse or failed to implement/expenditures on it due to different reasons. After all there is no visible change in Larkana city or district at Larkana to Naudero, Garhi Khuda Bux to Bunguldero, Badah Dokri, Rice Canal sides, Dadu Canal, Behman plot, Larkana to Dokri road and other sites. This scheme was proved to be a failure like green and clean Larkana beautification scheme, establishment of Parks and Rice Canal belt beautification and various parks in Larkana and other schemes like Larkana Development Package (LDP). It is also pertinent to be mentioned here that one of a mega scheme of Rs. 20 billion LDP was proved to be a failure in Larkana, due to corruption and misuse of funds have affected the several National Highway roads from Larkana to Lakhi, Larkana Airport Road to Moen-Jo-Daro, Larkana to Qamber and Shahdadkot road, Larkana to Khairpur bridge and Razidero etc.
