Rawalpindi: May 9, 2011. (PCP) Col. Riaz Jafri (Retd) a leading defense analyst in Pakistan have commented on speech of Yousaf Raza Gillani, Prime Minister of Pakistan, in National Assembly of Pakistan. Col. Jafri have proposed Three options instead of Prime Minister’s announcement in House to conduct enquiry under Adjutant General of Pakistan Army. He was of opinion that enquiry must be cinducted by civilian authority rather than Armed Forces. Col. Riaz Said “PM informed the house that an inquiry into the Osama episode has been constituted under the Adjutant General, Pakistan Army. To my mind, this Osama affair has two distinct phases to be looked into. One. Osama’s undetected and prolonged stay in Pakistan and that concerns ALL the intelligence agencies of the country – both civil and military. TWO, Intrusion of the US armed forces deep inside Pakistan territory, which involves the operational failure on the part of the military – army and air force. Since it is a matter of great national import and involves civil, army and air force, the inquiry should, therefore be headed by either of the following: 1. A specially constituted Parliamentary Committee 2. A Judge of the Supreme court – preferably serving. 3. Ministry of Defense . By the Minister or Defence Secretary (civilian) Obviously the Inquiry Committee (or commission) will have members from army, air force, ISI, IB, FIA, Police, etc. etc. Col. Added “I have no qualms about the integrity or professionalism of the AG Pak Army, but just to make the inquiry absolutely transparent and acceptable to all, the inquiry must be headed by an entirely neutral organization not involved in the affair” Col. Riaz Jafri (Retd) said that it will also established the supremacy of the civil in matters of national security and defence.
