US administration urged to condition Pakistan Aid with Repeal of Blasphemy Law; Nazir S Bhatti

Washington DC: December 11, 2009. (PCP) Dr. Nazir S Bhatti, President of Pakistan Christian Congress PCC, on 61st Human Rights Day Press Conference at National Press Club, Washington DC, on December 10, 2009, organized by Responsible for Equality And Liberty REAL urged US administration to condition Pakistan with repeal of blasphemy law and amendment in Article 2 of Constitution of Islamic Republic of Pakistan. Nazir Bhatti said that Islamic countries are signatory to Universal Human Right Declaration of UN but denying rights of women and religious minorities in their jurisdictions. The OIC member countries enjoy UDHR in Europe and North America but treat Christians as second class citizens under Cairo Declaration of Human Rights in Islam CDHRI of 1990. The CDHRI claims Christians to be infidel under Islamic laws and rejects UDHR. Answering a question, Nazir S Bhatti said " Islamic Republic of Pakistan is committing constitutional genocide of Christians and burning Christians alive in Pakistan which is crime against humanity" "Christians reject any procedural amendment in blasphemy law proposed by government because All Parties Christian Conference called by PCC on October 25, 2009, in Rawalpindi demanded repeal of blasphemy law" added Nazir Bhatti on a question. Here is full content of speech of Dr. Nazir S Bhatti in Press Conference: Ladies and Gentlemen, The Universal Human Rights Declaration UDHR is no doubt a doctrine to ensure freedom and equality of human beings on globe which is signed by all member states of United Nation. But I must put on record that Organization of Islamic Conference also adopted Cairo Declaration of Human Rights in Islam in 1990. The CDHRI of 1990, provides an overview on the Islamic perspective on human rights, and affirms Islamic Shariah as its sole source and declared its purpose to be "general guidance for Member States OIC in the Field of human rights". This may be seen as an Islamic response to the post-World War II United Nations' Universal Declaration of Human Rights UDHR of 1948. The Islamic states are signatory members of UDHR treaty in United Nations but adoption of CDHRI by OIC was no-confidence on UDHR and campaign to argue supremacy of Sharia law. The Islamic states enjoy privileges of UDHR but under camouflage of CDHRI deny it to individuals in OIC member countries jurisdictions. It is surprising that there was no effective voice against CDHRI Sharia laws on rights of women and minorities from any corner of UN. Therefore, we witnessed that OIC member states brought a resolution of "Defamation of Religion" to globalize controversial blasphemy law through UNHRC in October 2009. Islamic Republic of Pakistan which is member state of OIC, always denied practice of UDHR in its jurisdiction and implemented Sharia law by President Order of "Prohibition and Hudd Ordinance" of 1976. The Islamic law of "Evidence and Compensation" scratched equal rights of Christians guaranteed under Section 21-26 of constitution of 1973. The Blasphemy law was legislated to victimize Christians and to end religious freedom in Pakistan. I must present a brief on Blasphemy law availing this opportunity because it has damaged harmony among religious communities and protected fundamental Muslim elements in Pakistan. Blasphemy Laws derive from a colonial British Penal Code of 1860, which was amended in 1927, adding Section 295 of Penal Code, prohibiting hurting of religious feeling and belief, with punishment of three to six months. On August 14, 1947, Pakistan became an independent state but 1860 Penal Code and 1935 Indian Act of Colonial rulers were carried over into legislation of Pakistan. It is note worthy that regions which fell in lot of Pakistan on partition of sub-continent of India enjoyed complete religious freedom, therefore, we find only 9 registered cases under blasphemy law from 1927 to 1984. Pakistan was declared to be Islamic Republic in 1973, adding Objective Resolution as preamble of Constitution and legislation of Article 2, claming it as home of Muslims only. In 1982 and 1986, amendments were introduced to the blasphemy laws that imposed capital punishment and from 1984 to 2009, more than 7,000 cases were registered under Section 298-A , 298-B, 295-B and 295-C PPC of blasphemy law in Pakistan. 32 accused of blasphemy were murdered in jails, police lockups or in streets by hands of radical Islamic elements. The blasphemy law was used by Muslim majority in Pakistan to settle personal disputes and business rivalries against Christians and an end to Christian-Muslim dialogues in Islamic Republic of Pakistan after 1986. The Christian villages of Shanti Nagar, Korian, Bahminwali and Gojra were attacked by Muslim mob and hundreds of homes were set on fire. The Churches in Bahawlpur, Karachi, Lahore, Chianwali, Peshawar, Islamabad, Toba Tek, Faisalabad, Sukkar and Multan were attacked and hundreds of worshipers were gunned down. The Holy Bibles were desecrated, Pastors were gunned down and moreover Christian Children and women were burnt alive. The gang rape of teen age Christian girls and enforced conversion of Christian women is protected under blasphemy law in Pakistan. Pakistan Christian Congress PCC have always demanded repeal of blasphemy law and implementation of Islamic law on 20 million Pakistani Christians which have turned them to be second class citizens. PCC have also submitted frequent memorandums with United Nations Secretariats urging to press upon government of Pakistan to revive Human Rights in true spirit of Universal Human Right Declaration of UN being signatory of treaty but situation of human rights is worsening and persecution of Christians is at rise in Pakistan. I will urge US administration to condition Pakistan aid with amendment of Article 2 and repeal of blasphemy law for successful war against terrorism unless Pakistan will remain breeding ground of terrorists because such Islamic law provide protection to radical elements.
