The Paddy crisis and failure of procurement centers in Sindh

LARKANA: June 10, 2009. (Nazir Siyal reports for PCP) Sindh Balochistan Rice Millers and Traders Association (SBRMTA) on Tuesday alleged the Larkana administration, Agriculture department and PASCO for the failure in Sindh government policies to the procurement of 1 million ton rice, still pending and damages due to hot weather at various Mills of Larkana district. The leaders of the SBRMTA during the press conference here at Larkana Press Club, claimed that due to the regular conflict between the PASCO and Agriculture department along with Larkana administration Rs. 1 billion is due payments of Abadgars, yet Sindh government could not procure in time and 1.6 million paddy is still pending at the Millers and Traders because of the negligence of the Larkana administration and their concerened departments. On the occasion, SBRMTA leaders including the President Arif Hussain Mahesar, General Secretary Haji Anwer Ali Shaikh, Joint Secretary Ramesh Lal, Secretary Meer Mohammed, Abdul Karim Brohi, Abdul Hameed Shaikh and others unveiled that the Abadgars and farmers could not manage in the next cultivation because of increasing prices and input cost of Fertilizer, oil, Agro-medicines, seeds and other expenditures. They blamed government for the discriminatory policies, as in the Punjab v/s Sindh is different regarding the facilities and procurement objectives they said. They highlighted that the Larkana traders and millers facing the short fall of about one million ton Rice in the export in Rs. 400 million loss in the Larkana district, which was the expected export figure 1.3 million ton out of 2.5 million export They told. Despite the induction of procure rain damaged paddy at centers, a negligence of PASCO and Agriculture Department they could not establish more procurement centers for the purchase of paddy in Larkana, the District Coordination Officer Larkana cancelled and suspended seven Procurement Centers at different Mills of Larkana district. President SBRMTA Arif Mahesar briefed that the enquiries were conducted by the General Manager and Price Commissioner for the failure of procurement centers, later the District Coordination Officer Larkana on the fake reports by EDO Agriculture Tharoo Mal, who is also the most corrupt officials among the department, suspended the centers. It is also pertinent to be mentioned here that the District Coordination Officer Larkana himself has not been attended scheduled official meeting under the Chairmanship of Secretary Sindh Agriculture department Agha Jan Akhtar and Rice Commissioner Pakistan Qadir Bux Baloch during their visits in Larkana. Several Abadgars and Growers during the meeting enraged and harsh on the behavior of Lakana administration and agriculture department officials, they also approached the media men regarding the issues and criticized on the establishment of centers for purchase/procurement of paddy in Larkana and Kamber-Shahdadkot will not be materialized in due course of time in spite the doors of corruption will be opened. According to them the administration is spending in the time killing but no results produced, despite the passage of time the Larkana administration along with the Executive District Officer Agriculture Department and PASCO authorities failed to attain the objectives and to implement the orders of Sindh Chief Minister Syed Qaim Ali Shah. It is worthwhile to mention here that the Paddy about 150 lac ton is still stocked at various Millers, growers and farmers of Larkana and Kamber-Shahdadkot, previously the PASCO officials, Agriculture department and Larkana administration embezzled millions of rupees and confused the growers by different rates of rain damaged paddy. SBRMTA representatives claimed for the hollow slogans of Sindh Chief Minister Qaim Ali Shah, he could not implement his words for purchasing of paddy in Sindh. They said the Larkana administration along with Agriculture department and PASCO is the responsible in the failure of PPP govnerment. They told that the Agriculture department officials in Dadu and Kamber-Shahdadkot district purchased 47000 metric ton, while in Larkana only 900 metric ton due to the inefficiency and corruption of Larkana officials. SBRMTA office bearers said that they are facing heavy financial loss in the current year due to the government policies and they are disappointed the government behavior and finding no other alternative, efficacious and adequate remedy involving extraordinary constitutional jurisdiction of honorable courts by filling the petitions, because of the complete negligence of Agriculture Department, PASCO and Larkana administration they told.
