Sindh observes shutter down on call of JSQM on IDP,s issue

LARKANA: May 23, 2009. (Nazir Siyal reports for PCP) On the call of nationalist party Jeay Sindh Qaumi Movement (JSQM) all over Sindh observed complete Shutter down strike and partialy wheel jam in various districts for settlement of affected of Swat and Malakand into Sindh on Saturday. JSQM and other political parties including MQM supported the call and observed complete shutter down strike all over Sindh. The Markets and Bazzars and traffic on roads was deserted look, the police and rangers were deployed at various sensitive places of Larkana and other districts and tehsils. The Activists of JSQM took out protest rallies early morning and cracker blasts were witnessed at old bus stand and other places, the workers forced to shutt markets and petrol pumps earl in the morning. Several JSQM workers were arrested and sent unknown places told JSQM leader in Larkana Athar Soomro to this scribe. The police and rangers were alert at various chowks and roads including Paksitan Chowk, Royal road, Station road and other areas. Meanwhile, It is astonishing to point out that the irrigation authorities including the Rice Cannal, Dadu Canal and Warah Canal in Larkana used to carry out Maintenance and Rehabilitation work of bridges, modules, retaining walls, spurs and digging of barrages, water courses late in the month of May and June, because of huge corruption and embezzlement of government allocated funds every year. The Abadgars have been disappointed due to the null behavior of Irrigation, Agriculture, district administration and concerned departments and knocking the doors of justice sources said. They claimed that during the corruption in months of May and June funds, officials camouflage to hide their misdeeds and the malafidly allow water flow in the canals often in the month of June. According to the sources, bogus and fictitious contract work shown in documents as started work in the month of May and June may also be certified having completed the development work. while, due to the ulterior motives behind, the irrigation authorities allow water flow in Rice Canal, Dadu Canal and Warah Canal late in June instead of the 1st May causing delay of one month probably sources said. Due to late allowing water in Canals, irreparable loss is being sustained by the Rice Growers, Abadgars and Agriculturists in various parts of Sindh. That cast loss not only to the general rice growers but also great loss to the national objectives of the development in agricultural sector, due to late cropping season rice crop is affected adversely attack of insects and other problems. The Abadgars are disappointed the government behavior and finding no other alternative, efficacious and adequate remedy involving extraordinary constitutional jurisdiction of honorable courts by filling the petitions said the court officials to this scribe. It is also pertinent to be mentioned here that the complete negligence of Agriculture Department could not establish procurement centers for purchasing of 24000 metric ton paddy in Larkana district, even various scheduled official meetings under the Chairmanship of Secretary Sindh Agriculture department and Rice Commissioner Pakistan, DCOs and other PASCO officials here few days back at Circuit House Larkana. It is worthwhile to mention here that the Paddy about 20 thousand ton was still stocked at various growers and farmers of Larkana and Kamber-Shahdadkot. President Sindh Balouchistan Rice Mills Association Arif Hussain Mahesar, President Sindh Abadgar Association Siraj Hussain Rashidi, former president Sindh Balouchistan Rice Mills Association Gada Hussain Mahessar and grower Syed Ghulam Mustafa Shah along with Larkana Chambers of Commerce and Industry representatives and Rice traders have criticized the Sindh government failure in the purchasing of paddy. They said the promise remained a hollow slogan by the Chief Minister Sindh Qaim Ali Shah who could not implement his words for purchasing of paddy in Sindh they termed. The growers and farmers told this scribe that they had faced a much financial loss in this year and government has failed to protect the growers and farmers, while during the purchasing of paddy in April 22nd to 28th 2009, the Agriculture EDO Larkana was found a cheater with his misdeeds during the paddy purchase from Abadgars they told. They told that the Agriculture department officials in Dadu and Kamber-Shahdadkot district purchased 47000 metric ton, while in Larkana only 900 metric ton due to the inefficiency and corruption of Executive District Officer Agriculture Larkana said the growers.
