LARKANA: April 29, 2009. (Nazir Siyal for PCP) State Manager of Shaheed Benazir Bhutto, Begum Nusrat Bhutto and Sanam Bhutto disclosed the facts about the Bhutto property in the Press Conference here at Larkana Press Club Wednesday. According Riaz Phulpoto, the State Manager said that there is no concern of the President Asif Ali Zardari in Bhutto property at Naudero, he denied any distribution of Bhutto property, but the Zulfikar Ali Bhutto in his life had distributed all the property among the Bhutto family members in 1977. Riaz Phulpoto told facts about the inherited land of Bhutto, said that Sanam Bhutto in her recent visit to Naudero had identified the survey numbers of all property owners and further administration of his survey numbers. He said, he looked after the Bhutto state from 1997 up to December 30, 2007 and there is no any liability of any Bhutto family member as he served to all property owners he said. He told that after the martyrdom of Benazir Bhutto, most properties took over by the Ghinwa Bhutto till the April 2009, added that the cultivation amount of Kharif and Rabi crop was not provided to the concern owners he said. Whereas, the Larkana Administration and revenue officials called both the parties to decide and demarcation of properties with survey numbers, adding that the parties could not reached and later on, Sanam Bhutto recently identified their Survey numbers only he told. Riaz told that the 70 Clifton was gifted to the Sanam Bhutto by Mir Murtaz Bhutto in 1979 as shown in Goshwara details. He also told that more than 3500 ft vacant plot near Al-Murtaza House is the property of Benazir Bhutto and Sanam Bhutto as per record. Meanwhile, Sindh Government for the first time amended the rules and issued orders to takeover the charges of the civil engineers and places their Mechanical Engineers. In this regard, the sources told that the posts of Mechanical and Civil Engineers are completely distinguished according to their departments. According to the rules and business, the posts of Mechanical and Civil Engineers are not interchangeable, but first time Sindh Government has changed the rules and decided to placed Mechanical Engineers on the posts of civil engineers. Sources disclosed the report on the basis of the issuance of the services and general administration notification on 23rd of February 2008. According to the notification, provincial (Sindh) selection boards minutes of session might have sent to the secretary irrigation on 13th November 2008, the summary of such notification already signed by CM Sindh. Sources said that with the notification, the minutes of meeting has been sent, in which it is clearly decided that the amendment will be done by the administrative department, because the range of the work of the Mechanical Engineers will be enhanced, who will demarcated the rules and regulations of the work. Sources disclosed the additional reports that the Sindh Selection Board (SSB) in its meeting has decided that on the posts of the civil engineers, the mechanical engineers will be posted. CM Sindh has already granted the permission and the Chief Secretary Sindh has also issued the orders to irrigation department to amend the rules and regulations of the department. For that, it is very hard and difficult for the mechanical to work on the posts of civil engineer. Resultantly, the both sections will be affected severely. The initiation of the posting has been started with the transferring of Sindh Government’s Senior Minister Pir Mazhar-ul-Haq’s brother Pir Munawar-ul-Haq from Karachi port Trust (KPT) to the Chief Engineer irrigation development, while he was promoted from 19th grad of his parent department in 20th grade and started his official work. On the contrary, the irrigation department’s officials will have knock the doors of the Upper Courts, because Pir Munwar-ul-Haq is the Engineer of Side. By the decision of the present Government, placing of mechanical engineers instead of civil engineers will affect directly 50 officers and officials. It includes the Sub-Engineers to Superintendent-Engineers, the important higher officers Muhammad Suleman Memon, Ghulam Sarwar Dayo, Shamul Hingoro, Bhai Khan lakho and Javed Memon are affected. In this context, the irrigation expert Muhammad Idrees Rajput told this scribe that in irrigation department the civil and mechanical engineer’s work is totally different and on the posts of civil engineers, the posting of mechanical engineers, the department and administration will be severely disturbed. Mechanical side contains machinery, whose work is to close the breaches of spurs of minors, canals and rivers and maintains the tube wells and to make the gage. While the work of civil engineering side is to maintain the flow of water as well as the regulation. In this regard, the Irrigation Officers Association leader Muhammad Sajid Bhutto strongly condemned and protested to return/modify the notification, because, this is inappropriate decision.
