Islamabad: April 25, 2009. (PCP report) The speakers at a seminar on Friday stressed the need for finding out a viable Procedure to Ensure Real Representation of Minorities groups in the assemblies.
The seminar on "parliament without real representation was organized by the world Minority Alliance to secure input especially those having in depth knowledge about law and legislation.
Speaking on the occasion as a chief guest Justice (Retd) Saeed-uz-Zaman siddique said Pakistan was established on the basis of rights of minorities, so it is highly important to give all rights to the minority groups as envisaged in the constitution .
he said separate electorate was introduced by the Zia regime through 8th amendment whichg invited a lot of criticism From the minority groups.It generally appears that the minority groups are not satisfied with joint or separate electorate so there should be a new mechanism in line with the wishes of the minority people, he said.
Justice (Retd )Saed –uz –Zman Saddique said the government is going to introduced 18th Amendment on the basis of the charter of democracy (CoD), so it should formulate a new mechanism that should provide both joint and separate electorate to the minority groups.
Referring to a speech delivered by Quaid-e-Azam on August 11 1947 , he said Pakistan was formed with a joint struggle by muslim and minority groups and our Quaid had categorically started that every one living in Pakistan has an equal status.
Justice (Retd) Wajihuddin Ahmed said minority groups should have right too elect their respective representatives independently without any interference of the mainstream political parties.
He underlined the fact that when any group or region is deprived of its true constitutional rights then various problems raise their heads like one in Balochistan.
We should work together to ensure provision of constitutional rights to each and every segment of the society to make this country stronger, he said.
Justice (Retd) Tarq Mehmood said if any one goes through our political history it would be quite clear that neither majority nor minority ruled the country because it was always ruled by those who had their own vested interests.
He lamented that constitutional amendment were introduced by the military dictators on various points of time that defaced the 1973 constitution.
He demanded of the two major political parties introduce new measure for better and true representation of the minorities in the upcoming 18th amendment.
Justice (Retd) Nasira Javed said the seats reserved for women and minorities in the national assembly was an instrument to provide more seats to the majority party.
She said separate electorate introduced by a military dictator paved the way for various complications and the minority candidates had to launch their election campaign all over the country only for one seat.
The joint electorate can be more beneficial for the minorities , adding only in Lahore there are many constituencies where minorities shave more than 30percent of the total votes ,she said.
Prominent lawyer Hamid khan said the separate electorate not been introduced in 1905. Then the Muslims would not have been able to get a separate homeland in sub-continent.
He said there were two laws after the 1956 constitution and eastern part of Pakistan enforced joint
electorate while western part supported separate electorate for minorities.
Referring to an election procedure adopted in Germany, he said the people belonging to minority groups should have the right to elect regional candidate as well as vote for a political party through two separate votes under the proportional representations.
Senator Syed Zafa Ali shah said lists of minority candidates for the national assembly are prepared by the political parties that deprived many other candidates of their basic constitutional right .
If we do not pay respect to minorities in Pakistan then how can wen raise voice for the rights of the muslims especially living in the European countries as minority groups , he said.
Julius Salik , chairman of the world minority alliance said the government should enable the minority groups to elect their true representative for the assemblies.
